[PATCH v2 4/7] docs/zh_TW: dev-tools: remove maintainer contact information

Patch content 6 changed files

Remove the :Translator: lines from the dev-tools/ translations, and theTraditional Chinese maintainer lines from the plain-text header ofsparse.rst; the rest of that header is kept.  MAINTAINERS records wholooks after zh_TW, so the per-file copies only go stale.
