[PATCH 07/25] docs/zh_TW: process: sync 8.Conclusion.rst with the English original

The translation carried no "update to commit" marker.  Its firstparagraph still followed the wording from beforecommit 9db370de2780 ("docs: process: remove outdatedsubmitting-drivers.rst"): it called howto.rst "an important startingpoint" and described submitting-patches.rst as "something which allkernel developers should read", while the English text now simply saysto start with howto.rst and also read submitting-patches.rst.
